Abstract:

M. Cecil Mackey (1929-2018) served as Director of the Office of Policy Development for the Federal Aviation Agency (1963-1964), Director of the Office of Transportation Policy for the U.S. Department of Commerce (1965-1966), and Assistant Secretary for Policy Development for the U.S. Department of Transportation (1967 to 1969). Mackey also served as president of three universities.
