This report discusses the warrant point index (which can be used to determine the geometric and environmental conditions for a facility, and if a new lighting installation is warranted), the history of roadway lighting, and a questionnaire survey of district engineer opinion in this area. This survey revealed widespread use of lighting in the districts. Median mounted and staggered mounted systems are the most popular systems. Most districts feel that lighting has a very significant effect on safety. The procedure by which warrants and priorities for roadway lighting is determined, is explained. Tables are used to show the classification scheme for various functional facilities. The minimum warranting condition is the total effectiveness achieved by lighting a traffic facility with an average rating of 3 on the subjective scale of 1 to 5. The extent to which the warranting points exceed the minimum warranting points serves as the basis for setting priorities.
