Abstract:In April and May 1949, hearings were held on two bills, S.244 and S.1471, before the Subcommittee on Roads of the Committee on Public Works, United States Senate. These two bills were designed to supplement the Federal-aid Road Act, approved July 11, 1916, as amended and supplemented, to authorize regular appropriations for the construction of local rural roads, and for other purposes. In connection with the Committee's consideration of S.244 and S.1471, dealing with rural local roads, there has been considerable discussion regarding the need for basic data concerning the present condition and future requirements of rural roads. As a result of this discussion, the Committee has decided that a study and report on this subject should be made in order that they may give adequate consideration to this problem. The Committee has, therefore, requested that the Public Roads Administration, in cooperation with the State Highway Departments, Counties, and related political subdivisions undertake a study and make a report to the Committee on the existing status and future needs of rural local roads, including appropriate consideration of financing and social and economic aspects.
