Alan S. Boyd's statement on the Chicago South Suburban Mass Transit District's application for a $25 million grant for new commuter trains. The application for the funds was approved in December 1968 during the Lyndon B. Johnson Administration, but the contract between the District and the new Richard M. Nixon Administration was not signed as of January 27, 1969.
