This users guide discusses the criteria that may be applied to determine if an existing traffic signal should be removed. The material and techniques presented are relatively straightforward and, when applied, will provide a strong factual basis for reaching, supporting, and defending a signal removal decision. The signal removal criteria apply only to signals on regular red, yellow, green color operation that alternately assign right-of-way, and not to flashing signals or beacons. The users guide is a supplement to the technical report prepared as part of the FHWA sponsored research. The final report describes in detail the conduct of the study, the methods used to analyze the signal removal data base, the results of this analysis, the development of the signal removal criteria and removal procedural guidelines. This users guide includes the signal removal decision process and the procedural guidelines that may be used to carry out the actual removal of the signal.
