Careful data-driven analysis of these key focus areas is needed to provide guidance on the most cost-effective methods to improve safety performance from a behavioral perspective. The objective of this project was to develop a behavioral traffic safety-related data analysis report that identifies behavioral issues that may contribute to crashes and determine appropriate countermeasures that can be applied to address these issues. First, behavioral safety issues were quantified using available data. Then, appropriate behavioral safety countermeasures to address the issues identified were recommended. Finally, an implementation plan for the most promising countermeasures was developed.
