Abstract:This report summarizes the results of a research task that was conducted to identify the current state of the practice of local public agencies (LPAs) for using chip seal interlayer (CSI) to control or reduce reflection cracking of overlay and summarize the results of different studies on the use chip seal interlayer. To achieve these objectives a comprehensive literature review of all studies that evaluated the use of CSI was conducted. In addition, surveys of LPAs were conducted and interviews with selected LPAs was performed. Finally, limited number of local roads with CSI were evaluated. The results of this task indicated the CSI has been used by LPA in Ohio to reduce and delay the development of reflection cracking. Several LPAs indicated that CSI was effective and had resulted in improving the service life of overlays. Based on the results of this task it is recommended to collect more data from roads with CSI to accurately determine the cost effectives of CSI.
