Abstract:

Many states are developing comprehensive planning programs. The purpose of this circular is twofold; first, it is to encourage states to include airport planning in their comprehensive planning program and second, it is to provide guidance and general methodology for developing a statewide airport planning program as part of the state's comprehensive planning program. It is for use by planners who may not be experienced in planning for aviation facilities so that they may effectively consider airport planning as part of the state's comprehensive planning program.
