Abstract:Under a variety of grant programs administered by the Urban Mass Transportation Administration (UMTA), the federal government has contributed nearly $12 billion to support U.S. cities' investments in new rail transit facilities. This study evaluates the ridership and cost forecasts that led local officials to select ten rail transit projects that have been constructed with federal financial assistance during the past two decades, by comparing those forecasts to each project's actual costs and ridership. The forecast data employed in making these comparisons were originally reported in published planning documents prepared for each project, while actual data were drawn from a combination of published sources, internal documents provided by local agencies involved in constructing and operating these projects, and direct contacts with employees of those agencies.
