Abstract:Advisory Circular 00-23C, dated January 20, 1972, is no longer applicable and is cancelled effective this date. The Aviation Safety Reporting Program, effective after April 30, 1975, as announced by the Policy Statement contained in the Federal Register, April 22, 1975, 40 F R 17775, and covered by Advisory Circular 00-46 pertains to Near Midair Collision Reporting in part. This new Program does provide for waiver of certain disciplinary actions by the Administrator.
