Abstract:PennDOT seeks to find a methodology to prioritize work of their two largest asset classes, bridges and pavements using the Lowest Life Cycle Cost methodology (LLCC) to make more effective and efficient use of resources. Optimization of the projects is unrealistic given the volume of necessary work and complexity of the LLCC methodology. This research resulted in two heuristics which identify opportunities to combine projects into logical groups across asset classes. The results of each were compared and one which maximizes the amount of work grouped, was selected for further testing. Although the final logic was able to group 9.6% of work together, about 50% short of the amount expected, 20% of the work is completed within its recommended year and all work was completed within their acceptable window of delay (two years for pavements and five years for bridges). The results can be extended to incorporate additional asset classes or modified to maximize a different objective.
