Abstract:Travel-time reliability (TTR), which significantly influences people’s travel experience and costs, is an important indicator in evaluating the performance of the transportation system, especially the freeway network. To evaluate TTR of transportation systems and incorporate TTR into the planning and programming process, the SHRP2 program previously completed a series of research projects and produced multiple products. In this project, we have conducted pilot tests on products developed via multiple SHRP2 projects, including L02, L05, and L08. The L02 project developed a holistic method with statistical probability functions of travel time as the TTR measure to build highway performance evaluation and monitoring systems. The L05 project proposed a guideline of incorporating TTR into the planning and programming process for project managers and other decision makers. In addition, the L08 project developed a TTR analysis tool that incorporated non-recurrent congestion into the Highway Capacity Manual (HCM) procedure. All the products have been tested to address the local issues in Utah: the holistic method from L02 and the reliability analysis tool developed in L08 have been applied to analyze TTR on an interstate freeway corridor during the peak period; and the L05 project prioritization process has been applied to evaluate the priority of current statewide transportation improvement programs in Utah. The results have been carefully analyzed to evaluate the adoptability of these products. We have also developed multiple tools and approaches to make the products user-friendly and better their assistance to transportation agencies.
