Abstract:In accordance with the requirements of the Clean Water Act, discharges from municipal separate storm sewer systems (MS4s) to the waters of the U.S. are regulated for pollutants. ADOT holds an MS4 permit and is therefore responsible for the quality of water discharged from its storm sewer system. ADOT is currently named as a contributor of the pollutants specified in five Total Maximum Daily Loads (TMDLs). This means that ADOT must prove the extent to which discharges from ADOT’s storm sewer system contribute to the impairment of a body of water with a TMDL. ADOT needs stormwater quality information that provides data on whether the types of specified pollutants are being discharged in ADOT’s MS4; on the amount of each pollutant, if present; and on sources or potential sources of actual pollutants found.
