Abstract:This paper reports results of the initial phase of a project aimed at adapting computer-oriented techniques of traffic ,simulation to the development and analysis of functionally classified highway networks. The first phase, reported here, was basically a procedural development effort which utilized data from a small urban area transportation study. Results of this phase will provide the basis for conducting a proposed second phase which will apply and test the procedure using data from a statewide transportation study. Part I of the paper provides essential background for what follows by discussing briefly the basic concepts of functional classification and traffic simulation. Part II describes a classification process which incorporates the analytic capabilities of traffic .simulation in the development of a functionally classified highway network. Part III describes the evaluation of the functional network as developed in Part II; again using computer-oriented techniques of traffic simulation. Conclusions and acknowledgements are presented in Part IV. The conduct of the above work was generally confined to capabilities of existing computer programs for traffic simulation. Evaluations were confined to general appraisals of the plausibility of results and of the practicality of the requirements for preparation and processing of data.
