Abstract:The Highway Performance Monitoring System (HPMS) will provide the Federal Highway Administration (FHWA) with the capability to (I) periodically assess the extent and condition of the highway systems and (2) monitor the performance of the highway systems on a continuing basis. Performance will be monitored through the assessment of the extent and physical condition of the highway systems and the safety, efficiency, and economy of the systems in serving the movement of goods and people, This information base will permit the assessment of the impacts of existing programs and policies and the potential impacts of proposed programs, policies, and alternatives.~ The HPMS will satisfy the management information needs for most special national studies.
