Abstract:The Wisconsin Department of Transportation, Division of Planning & Budget is engaged in a planning-research project to evaluate its Highway Vehicle Classification Program. This paper documents the results of an evaluation of the design and administration of the temporal and spatial sampling procedures currently being employed to collect traffic composition data in Wisconsin. This evaluation focuses on how well the data being obtained under the current sapling framework is satisfying the informational needs of the principal data users. The chief obstacle to further substantive accomplishment of the ideal objectives of the vehicle classification program is the lack of adequately refined mechanical classifying equipment. The adequacy of the spatial distribution of classification stations should be determined on the basis of the road facility and travel characteristics unique to each state. The Wisconsin sampling procedures have conceptual and administrative shortcomings, some of which may be objectively measured, but most of which must be subjectively evaluated. Improvements in the current classification sampling frame are warranted and should be pursued.
