Abstract:Section 24221(a) of the Bipartisan Infrastructure Law mandated a GAO study to evaluate the availability and use of crash test dummies. Section 24221(b) of the BIL also directed the Administrator of the U.S. Department of Transportation’s National Highway Traffic Safety Administration to transmit to Congress an interim report that identifies (1) the types of crash test dummies used by the NHTSA in the Federal Motor Vehicle Safety Standards and the New Car Assessment Program, (2) how each type of test dummy is tested with respect to seating position, and (3) any crash test dummies that the Administration is actively evaluating for future use in the FMVSS or NCAP.
