Abstract:ODOT funded this study to investigate existing overtime management practices in the US and search for potential automated systems that are capable of alleviating overtime management challenges. The project conducted a national scan and extensive agency outreach to evaluate existing systems. It further completed interviews with ODOT staff and developed a set of criteria for the overtime management system. An initial list of potential vendors was narrowed down to three that appeared to meet the detailed requirements and software demonstrations were scheduled with all three. Across vendors, the software was distributed as a software-as-a-service, resulting in an annual price to run the product and/or a one-time fee for professional services. The annual price was generally dependent on the number of active employees that could be contacted. Further studies should be conducted to assess the costs and savings of adopting a solution identified in this report prior to moving forward. Additionally, consideration for developing an in-house solution should be assessed.
