This report presents an evaluation of the current state-of-the-art Web-based instruction (WBI), reviews the current computer platforms of potential users of WBI, reviews the current status of WBI applications for Federal Motor Carrier Safety Administration (FMCSA) stakeholders, and sets out specific instances of WBI successes in other Government regulatory agencies. The report also presents a set of measures that the FMCSA can use to measure the efficacy of any future WBI system that may be used to inform motor carriers and drivers, as well as Federal and State enforcement personnel, about regulations. Also included in this report is a literature review of general WBI literature, FMCSA and U.S. Department of Transportation uses of WBI, and other Federal and State Government WBI applications.
