Abstract:This report presents a summary of the University of Washington (UW) ITS4US Team’s human subject’s application to the UW’s Institutional Review Board (IRB) for the Team’s ITS4US Project, the Transportation Data Equity Initiative (TDEI.) IRB approval of the research protocol is necessary before human subjects can participate in the federally - funded ITS research experiments. This Human Use Summary document describes the information used in the TDEI IRB application. Information used in developing the IRB application was derived from tasks either previously completed or that are currently being written as part of Phase 1 of the ITS4US project. These related documents include the Concept of Operations (Task 2), Data Management Plan (Task 3), Safety Management Plan (Task 4), Performance Measurement and Evaluation Support Plan (Task 5), Participant Training and Stakeholder Education Plan (Task 9) and Outreach Plan (Task 11). This information was integrated into the tasks associated with each participant’s recruitment, selection, registration, obtaining of informed consent, training, safety needs and personal identification security requirements. The TDEI project is currently in Phase 1, planning and systems engineering development, in which the preliminary idea is developed into a structured concept that is suitable for further design, building, testing, and operation. Phase 2 consists of project engineering, concept development, testing and deployment. Phase 3 consists of operation and evaluation of the concept.
