• Abstract:
  This report was prepared under the sponsorship of the Urban Mass Transportation Administration. It was conducted by the Transportation Consulting Division of Booz, Allen & Hamilton with the support of COMSIS Corporation, Project leaders of the team were Messrs. Michael G. Ferreri and Subhash R. Mundle of Booz, Allen and Messrs. Mark E. Roskin and David M. Levinsohn of COMSIS. Additional research assistance was provided, in part, by Ellen H. Kret of COMSIS.
