Abstract:This report summarizes research completed to date on a major study of public transportation service contracting. Contracting with private providers for the delivery of transit services has been increasingly advocated as a means of improving the cost-effectiveness of public transit. But while transit contracting is known to be widely used in certain states (e.g., California, Minnesota) and evidence exists of significant cost savings from contracting, no definitive study of either the utilization of transit service contracting or its cost savings potential had previously been performed. The intent of this study is to remedy this information deficiency.
