Abstract:This report presents the detailed concept of operations (ConOps) in support of the CARMA PlatformSM sponsored by the Federal Highway Administration's Office of Operations Research and Development. The high-level ConOps focuses on four transportation systems management and operations use cases–basic travel, traffic-incident management, road-weather management, and work-zone management–and explores the framework of those relationships in greater detail. As part of the high-level ConOps, researchers identified approximately 160 different situations falling under each of the 4 use cases. This detailed ConOps identifies the selected priority situations under Group 1 priority use cases. For each priority situation, the research team identified the operational needs, operational design domain, associated stakeholders, concept diagrams, information flows, triggers, and functional requirements. Each situation includes an applicable scenario description and a user requirements traceability matrix.
