Abstract:The highway construction industry has a long history of using discarded materials and by-products in the construction of highway facilities. From asphalt cement to fly-ash, the industry has found ways to use waste materials to enhance the quality and durability of the highway infrastructure. In an attempt to mesh society's need for safe and economical disposal of discarded materials and by-products with the highway community's need for better and more cost-effective construction materials, Congress passed Section 1038 of the Intermodal Surface Transportation Efficiency Act of 1991, commonly known as ISTEA. Section 1038(b) of ISTEA requires the Secretary of Transportation and Environment Protection Agency (EPA) Administrator to conduct studies to determine the economic savings, technical performance qualities, threats to human health and the environment, and environmental benefits of using recycled material in highway devices, appurtenances, and highway projects.
