Abstract:The following report summarizes a Peer Workshop on tools and effective practices for scenario planning in El Paso, Texas, organized jointly by the Federal Highway Administration (FHWA) and the El Paso Metropolitan Planning Organization (MPO). On the first day of the two-day event, presenters from the FHWA provided participants with an overview of the scenario planning process and described available resources and tools to assist with scenario planning analysis. Local presenters from the El Paso MPO and the Ciudad Juárez, Mexico Instituto Municipal de Investigación y Planeacíon (IMIP) provided the group with an overview of local issues. Sun Metro, the El Paso area transit agency, is preparing for a new bus rapid transit (BRT) system; scenario planning is of interest to the regional planning agencies. Presenters from the San Diego Association of Governments (SANDAG), Fort Worth South, Inc., the Greater Cleveland Regional Transit Authority, New Mexico State University, and the Federal Highway Administration provided the group with information on implementing scenario planning in a variety of community contexts. On the second day, Dr. Czneriak of New Mexico State University led the group in a scenario planning exercise, the Community Land Use Game.
