Abstract:Section 1113 (c) of MAP-21 directed the U.S. Department of Transportation (DOT), in consultation with the Environmental Protection Agency (EPA), to conduct an Air Quality and Congestion Mitigation Measure Outcome Study to examine the outcomes of actions funded under the CMAQ program since the enactment of SAFETEA-LU. The goals of this study are three-fold: (1) assess and document estimated emission reduction, air quality, and human health impacts of federally-supported surface transportation actions intended to reduce emissions or lessen traffic congestion and expand on the base of empirical evidence on those impacts; (2) increase the knowledge of other information to more accurately understand the validity of current estimation and modeling routines and ways to improve those routines; and (3) increase the knowledge of factors determining the human health changes associated with these transportation actions.
This Air Quality and Congestion Mitigation Outcomes Assessment Study: Final Technical Report presents the details on study methodologies, case study results, and findings.
