The Federal Highway Administration (FHWA) required an electronic, secure, and scalable mobile solution to replace the existing paper assessment and inspection reporting processes that support the Emergency Relief (ER) and Emergency Relief for Federally-owned Roads (ERFO) Programs. The MSAR software was developed by FHWA to provide a range of stakeholders, e.g., State Departments of Transportation, Federal Land Management Agencies, tribal governments, and FHWA employees, with an application that can be loaded on cell phones and tablets to make disaster data collection faster, easier and more efficient. MSAR was successfully piloted in 2016 and received authority to operate in November 2016. Currently, MSAR is being utilized by FHWA and partners in multiple states to rapidly deploy and perform disaster assessment, damage inspection, and reporting to support the ER/ ERFO programs.
