    In an effort to improve commercial motor vehicle (CMV) safety and reduce the overall paperwork burden for both motor carriers and drivers, the Federal Motor Carrier Safety Administration (FMCSA) published a Supplemental Notice of Proposed Rule Making (SNPRM) on March 28, 2014 to require the use of Electronic Logging Devices (ELDs) within the motor carrier industry that is currently subject to Records of Duty Status (RODS) preparation requirements. The SNPRM requires new technical specifications for ELDs that address statutory requirements and mandates ELDs for drivers currently using RODS. Also, the SNPRM calls for clarifying supporting document requirements so that motor carriers and drivers can comply efficiently with Hours of Service (HOS) regulations and, so that motor carriers can make the best use of ELDs and related support systems as their primary means of recording HOS information and ensuring HOS compliance. The SNPRM proposes both procedural and technical provisions aimed at ensuring that ELDs are not used to harass vehicle operators. To ensure consistency among manufacturers and devices, functional specifications were published with the SNPRM. FMCSA provided these specifications to confirm compliance of an ELD with independent testing and validation. This document provides the following information in support of ELD testing: Test overview and philosophy, Configuration management process for testing, Quality assurance process for testing, Validation through inspection, Pass/fail criteria, Test cases, Test results, and Test report.
