Abstract:This technical report discusses the advantages of linking state accident and
medical data to enhance decision making on highway safety and injury control
activities. Such data linkage for decision making support requires a systematic
approach to data collection and analysis. This report provides instructions
for implementation of a data linkage system as a series of 22 steps to be
