Abstract:This document presents several of the best techniques which can be used to examine telecommunications alternatives in Intelligent Transportation Systems (ITS). Focus is then on determining which ones are acceptable for a specific agency or program. The document first focuses on a needs assessment which involves three phases: 1) requirements analysis; 2) a state or regional ITS architecture in defining telecommunications needs; and, 3) development of a telecommunications architecture. The second section addresses technical issues, including: 1) distributed vs. centralized; 2) outsourcing vs. staffing; 3) lease vs. own; 4) technical alternatives; and, 5) competitive access providers.
