Abstract:The successful implementation of FHWA's Equal Employment Opportunity (EEO) Program and the achievement of workforce diversity are major functions within the management structure of FHWA. The Civil Rights (CR) Service Business Unit (SBU) and the Office of Human Resources (OHR) have primary responsibilities in these areas. In summary, this review indicates that the Agency continues to make progress in the EEO, diversity, and human resource areas since the last AEP report. However, there continues to be a concern that the emphasis on external EEO activities in the Federal-aid highway program has reduced the attention of CR managers and supervisors to internal diversity and EEO matters. The CR unit does not have sufficient resources to devote to internal EEO matters and needs to provide greater oversight in internal activities. The unit should appoint a Special Emphasis Coordinator to serve as the Federal Women's Program Manager and to oversee other special emphasis areas. This appointment should be communicated to all Agency employees.
