Rural areas (Vwr)Cost reduction and service improvement from contracting in rural, small urban, and suburban areas is documented in this 17 case studies report. Type and level of cost improvements are summarized. The cases were drawn nationwide from a variety of environments, organizations and approaches to demonstrate that contracted services could succeed in a variety of conditions. The cases include 10 rural systems, 3 suburban and 4 small urban systems. This report is organized into 2 sections--Documentation Reports and Fact Sheets. Section 1 presents a Documentation Report for each of the 13 systems that indicated major successes with privatization. The Documentation Report presents each system in terms of: Description and Background, Factors Which Lead To Private Sector Involvement, Documentation of Cost Difference, Overall Rating Of The Service and Conclusion. Section 2 documents Fact Sheets for 4 systems and were based upon telephone interviews and discussions, and the collection of data through correspondence. Several findings or conclusions drawn from the 17 case studies are documented in this report and may have generic application to other environments.
