Abstract:This report documents the current business processes, forms, and data used for accident reporting in South Dakota's and applicable national databases; the functional requirements for a single system that can record, manage, and track accident information; a migration plan to design and implement an upgraded/new Accident Reporting System, and a "preliminary" re-design of South Dakota's Traffic Accident Report Form. These objectives were accomplished by a) reviewing existing systems, documentation, and initiatives currently in place, b) holding workshops to gather stakeholder input on functional requirements, data element requirements, and form design ideas, and c) having periodic reviews to gain approval of findings and deliverables produced to date. Some key findings are: a) form re-design will be inherently challenging, b) use of the TraCS system will save time and money, c) a new client server database is required to achieve stated goals of a new system. The main recommendation from this study is to use TraCS as a key component to the migration plan. The use of a client/server-based architecture with a relational database is needed to support the data storage and analysis needs of the users. Additional data for SAFETYNET, FARS (Fatality Analysis Reporting System), and MMUCC (Model Minimum Uniform Crash Criteria) needs to be collected and stored in the electronic accident records database. This report also contains a preliminary design of the combined South Dakota Traffic Accident Report Form, a detailed data model, a detailed process model, a Process/Entity Usage Matrix (CRUD), a data dictionary, the approved data elements, and many other project deliverables listed in the Appendix document.
