Abstract:Current Illinois Department of Transportation (IDOT) policies specify that noise barriers can be constructed of earth, masonry, concrete, and composite materials. These IDOT policies specify that alternative noise barriers with specialty items and materials must meet a number of criteria such as minimum transmission loss, noise reduction coefficient, crash testing requirements, and material degradation. This report presents the findings of a research project funded by the Illinois Center for Transportation (ICT) to accurately describe and document this approval procedure to streamline and expedite the approval process of alternative noise barriers. The objectives of this project were to (1) Perform a comprehensive analysis to study the current IDOT alternative noise barrier approval procedure; (2) Conduct a survey to gather and analyze feedback from other state Departments of Transportation (DOTs) on their experiences in approving and utilizing alternative noise barriers; and (3) Develop recommendations that provide guidance to IDOT on expediting the approval process of alternative noise barriers.
