This publication is a guidebook designed to provide information on how to create an objectives-driven, performance-based congestion management process (CMP). This guidebook describes a flexible framework of 8 actions that should be included in the development of a CMP. It also highlights the role of the CMP in addressing multiple objectives, including livability, multimodal transportation, linkages with environmental review, collaboration with partners and stakeholders, demand management and operations strategies, and effective practices for documentation and visualization.
