Abstract:The DelTrac deployment experience included both successes and unmet challenges. Programmatically, the DelTrac approach to managing ITS has been successful at creating a great deal of integration and cooperation between organizations at DelDOT. Stakeholders from across DelDOT have been brought together to help identify opportunities to apply ITS to improve DelDOT operations, and this cooperation with regards to ITS has carried over into other areas. On the other hand, the primary focus of this evaluation was on a particular project that was to deploy technology to provide several key elements needed to support technical integration of the various DelTrac subsystems. In particular, this deployment was to provide a data repository that could share and archive DelTrac data and a Web server that could provide a
consolidated user interface to the various DelTrac applications. As of January 2004, neither the traffic signal control system nor the DelTrac data repository and Web interface infrastructure were operational. DelDOT was testing the traffic signal control system and was expecting to receive the DelTrac data repository and Web interface infrastructure after this testing was completed. This evaluation report documents both the successes of the DelTrac program and the lack of success of the specific ITS project that was to deploy the DelTrac Infrastructure.
