The 1991 TRAFFIC ACCIDENT FACTS AND STATISTICS is a report published by the Center for Highway Safety of the Pennsylvania Department of Transportation. This publication is a statistical review of reportable motor vehicle traffic accidents in the Commonwealth of Pennsylvania for the calendar year 1991. The figures are compiled from the traffic accident reports that are submitted to the Pennsylvania Department of Transportation by state. county. municipal and other law enforcement agencies, as specified in the Pennsylvania Vehicle Code (75 Pa. C.S.• Chapter 37C).
