Abstract:
The Minnesota Department of Transportation, under the Minnesota Guidestar program, in partnership with the Federal Highway Administration, City of St. Paul and AGS Group, and with the participation of ten Civic Center/Rice Park area parking facilities, has concluded an Intelligent Transportation System (ITS) operational test of an advanced parking information system in downtown St. Paul. In general, the test consisted of the implementation and operation of electronic signs displaying real-time parking availability information for special events in the Civic Center/Rice Park area of downtown St. Paul. This report documents the evaluation analysis and results of the operational test. The evaluation assesses the impact/effect of the advance parking information system on the motoring public, parking facility operators, roadway system operations, and other ITS systems in St. Paul, and documents the system costs, technical capabilities, transferability, and any legal or institutional issues encountered during the test.
