This annual report primarily contains information for the programs administered by the Office of Program Management, Federal Transit Administration. Those programs are: Urbanized Area Formula (Section 5307), Non-urbanized Area Formula (Section 531 1), Elderly and Persons with Disabilities (Section 5310), Capital (Section 5309), and Interstate Transfer. In addition, limited data are provided for the Metropolitan Planning Program (Section 5303) and the State Planning & Research Program (Section 5313(b)), which are administered by the Office of Planning. The programs discussed are the principal source of Federal financial aid to urban and non-urban areas for mass transportation. The data are compiled from the capital, operating, and planning assistance grants awarded to transit authorities, States, and other units of local governments.
