Abstract:Federal Highway Administration’s (FHWA) Road Weather Management Program (RWMP) strives to promote the
development and implementation of cutting-edge techniques for maintaining safety, mobility, and productivity of
roadways during adverse weather conditions. This report describes the system development, implementation, and
evaluation of a recently completed Weather Responsive Traffic Management (WRTM) project in Michigan by the
Michigan Department of Transportation. The MDOT Weather Responsive Traveler Information (Wx-TINFO) system
brings together near real-time weather and environmental information collected from fixed and mobile data sources.
The system processes the weather data and provides automated weather alerts and DMS message recommendations
to Transportation Operations Center (TOC) Operators. The goal of Wx-TINFO is to integrate multiple weather data
sources into a collective program that provides more accurate, timely, and effective messaging; thereby improving
operating conditions during severe weather conditions. Overall, the evaluations indicate improved efficiency and
effectiveness of traffic management activities during weather events. Furthermore, separate surveys of TOC Operators
and the traveling public indicate that improvements in the system and traveler information were favorably perceived.
