Abstract:This paper presents results from 13 applications of user-side subsidies; in most cases as a means of improving the mobility of transit dependent persons. Examples of public and private providers, paratransit and fixed-route services, small to medium size cities, limited (target market) eligibility and subsidization of all trips, including a variety of subsidy levels, payment mechanisms, and fare policies are discussed and examined. Where possible, generalizations are made regarding administrative policies, fare-discount strategies, and project impacts.
