Abstract:Commercial vehicle regulation and enforcement is a necessary and important function of state governments. Through regulation, states promote highway safety, ensure that motor carriers have the proper licenses and operating permits, and collect taxes and fees for motor carriers' use of publicly funded roadways. Traditional methods of doing so, however, can be costly and time consuming to administer and enforce. The application of intelligent transportation systems (ITS) to commercial vehicle operations (CVO) is expected to enable both states and motor carriers to realize significant operating efficiencies and other benefits. Several studies, for example, have projected significant operational benefits for the private sector from emerging ITS applications for CVO (ITS/CVO). To date, however, little has been done to quantify the budgetary impacts of these systems to agencies. Budgetary Implications of ITS/CVO for State Agencies was commissioned by the Federal Highway Administration (FHWA) and directed by the National Governors' Association to address this gap. Based on detailed case studies of eight states, each of which is at different stages of deployment and facing different challenges, this study presents a framework for estimating direct financial benefits and costs to state agencies of investing in ITS/CVO applications.
