This primer outlines key concepts and expectations of a Transportation Management Area (TMA) Planning Certification Review. Reflecting on the collective experiences of past Certification Reviews, this includes references to relevant laws and regulations, policies, and other

resources to guide the TMA planning partners (Metropolitan Planning Organizations, State Departments of Transportation, and public transportation operators) responsible for managing a TMA’s transportation planning process. The primer begins with an overview of the TMA Certification Review process, followed by summaries of each review topic, including considerations for a successful process.
