Abstract:MnDOT Metro District Traffic Engineering is interested in the practices that other state departments of transportation (DOTs) use to determine traffic sign life expectancy and replacement. Of particular interest is the state of the practice regarding traffic sign colors, life cycles and management, specifically whether signs are selected for replacement based on a specific age or characteristics such as color fade, reduced retroreflectivity levels and loss of fluorescence. The Metro District would also like to learn about the role that sign sheeting types and fabrication methods play in sign color selection and sign life expectations and replacement. The results of a survey of practice sent to representatives of all state DOTs, several metropolitan area agencies and select Canadian provinces significantly expand on findings from the preliminary literature review. While the literature search failed to find strong correlation in state and national resources between sign performance, sign characteristics and life expectancy, survey respondents showed a strong sense that color and retroreflectivity degradation can be linked to sign color, sheeting type, age and facing direction. Literature and survey findings converge to suggest that signs retain above-minimum retroreflectivity values past expected and programmatically replaced service lives. Survey commentary suggested that replacement decisions are significantly accelerated for vandalized and accident-damaged signage, a facet of sign replacement not otherwise a focus of this investigation.
