Abstract:The purpose of this research is to analyze the use of small vessels (less than 150 gross tons) within the Caribbean maritime industry, to examine their working environment and to assess the implications of that environment in respect to the seafarers? rights, health and safety. Due to the small land areas of the Caribbean islands and the large distances between them, the transportation system connecting the islands is essential to the area?s economic and social development. In the Caribbean, inter-island transportation is the province of an informal maritime transport sector, which is subject to few regulations that are variably enforced by port authorities. The research in this study is based on the premise that this informal maritime sector is vital, and if sustainable development and higher safety standards is the goal of any legislation, lawmakers must appreciate the role these small vessels and their crews play in the local economies and societies.
