    The MORPC Transportation Improvement program (TIP) is a staged, multi-year schedule of regionally significant transportation improvements in the Columbus area. The Federal-aid Highway Act of 1962 and the federal Urban Mass Transportation Act of 1964 required that each urbanized area, " as a condition to the receipt of federal capital or operating assistance, have a continuing, cooperative and comprehensive (3-C) transportation planning process that results in plans and programs consistent with the comprehensively planned development of the "urbanized area. " The Intermodal Surface Transportation Efficiency Act of 1991 continues these and other requirements. The Transportation Improvement Program is the culmination of this process.
