The purpose of this paper, which I prepared at your request, is to define the goals of "International Cooperation." I should emphasize that I do not profess to have a definitive formulation, but I will state my thoughts and ideas which reflect my industrial experience of 18 years in various project management and staff positions and, of course, my prejudices resulting over enthusiasm on some areas and underplaying of others.
