Abstract:This report presents the methodology and findings from an analysis conducted by the Federal Motor Carrier Safety Administration’s (FMCSA’s) Office of Analysis, Research, and Technology, with support from the Office of Field Operations, in response to the requirement in the Moving Ahead for Progress in the 21st Century Act (MAP-21) that a safety study of covered farm vehicles be performed. The analysis includes: • A determination of the best way to identify covered farm carriers and their vehicles in the databases maintained by FMCSA. • Estimates for the number of covered farm carriers, covered farm vehicles, and drivers of covered farm vehicles. • Estimates of driver and vehicle out-of-service (OOS) rates, based on inspections of covered farm vehicles and their drivers. • Estimates of crash rates for covered farm carriers. • An assessment of regulations in each State which are identical to the Federal regulations subject to exemption under MAP-21 for covered farm vehicles.
