Abstract:The North Central Texas Council of Governments (NCTCOG) has estimated that $16.9 billion will be needed to fund the transportation developments called for in its "Mobility 2000" plan for the Dallas-Fort Worth area, but given the current tax and revenue structure, government agencies serving the NCTCOG area will have only $10.5 billion available for those facilities. Thus, a gap of some $6.4 billion occurs between discerned requirements and expected revenues. This study has the goal of developing information of help in closing that gap. Obviously, the gap can be closed either by increasing transportation revenues, directly or indirectly, or by decreasing requirements. The bulk of the effort of this study is directed to the first option, that of direct increases in revenue. This includes both increasing revenue from current sources and tapping new sources of revenue through a number of innovative devices. The alternatives to direct revenue increases are worth at least some attention, however.
