• Abstract:
  This policy covers initial placement, adjustment, relocation and
  
  replacement of utility facilities in, on, above or below all highway right of
  
  way over which the Iowa Department of Transportation exercises control of
  
  access. It embodies the basic specifications and standards needed to insure
  
  the safety of the highway user and the integrity of the highway.
  
  The Iowa Department of Transportation recognizes that any policy which is
  
  adopted may create some unforeseen burdens, hardships or problems, and for
  
  that reason the Iowa Department of Transportation reserves the right to vary
  
  the provisions of this policy, consistent and harmoniously, however, with the
  
  general purposes and intent of the policy where in the exercise of sound and
  
  reasonable judgment, literal application of such policy would defeat the
