  This policy covers initial placement, adjustment, relocation and ; replacement of utility facilities in, on, above or below all highway right of ; way over which the Iowa Department of Transportation exercises control of ; access. It embodies the basic specifications and standards needed to insure ; the safety of the highway user and the integrity of the highway. ; The Iowa Department of Transportation recognizes that any policy which is ; adopted may create some unforeseen burdens, hardships or problems, and for ; that reason the Iowa Department of Transportation reserves the right to vary ; the provisions of this policy, consistent and harmoniously, however, with the ; general purposes and intent of the policy where in the exercise of sound and ; reasonable judgment, literal application of such policy would defeat the ; objectives herein above set forth.
